When I came here 35 yrs ago Spain was in the grip of a drought. On my wedding day, they turned the water off at 3 PM until 6 the next morning. It went on like that for years. From 95 to 98, not one drop of rain fell in my region. There were signs all over encouraging people to save water. When the drought finally broke, people were so happy.
Now, no one seems to care about saving water. We've had a very dry year but even when a broken main was discovered wasting thousands of gallons a day, it took them almost a week to do something about it.
